Yeah, sorry to say but that’s fake, or at least inaccurate. R* announced that there would be no ‘Wanted Stars’ anymore. Instead, as the previous user said, there will be something like a radius on your map that shows where the cops are spending the most time looking for you. Also, R* hasn’t released any concrete SCREENSHOTS. They’ve released what look like polished up cinematic screens and maybe some rendered shots of Niko and such, but nothing with a HUD or of actual gameplay. Hopefully that will change soon…

thats fake because GTA 4 will not have a star rating for the wanted level it will be a circle on your map which shows where the police are looking for you, as if they would set up a block radius
